Цель. Сформировать понятие «государственное жилищное строительство» на основе анализа нормативных правовых актов СССР.Процедура и методы. В работе использованы диалектический подход, приёмы формальной логики и частнонаучные методы юридической конструкции и технического определения.Результаты. Исследование показало, что трансформация термина «государственное жилищное строительство» со второй половины 1920-х гг. и до конца 1960-х гг. является показателем изменений в жилищной политике государства.Теоретическая и/или практическая значимость. Сформулировано авторское понятие «государственное жилищное строительство», выявлены субъекты, выполнявшие от лица Советского государства функции застройщиков жилых объектов.

Aim. To form the definition of «government housing construction» based on the analysis of the normative legal acts of the USSR.Methodology. The study used a dialectical approach, formal logic techniques and private scientific methods of legal construction and technical definition.Results. The research showed that the transformation of the term «government housing construction» was an indicator of the changes in the housing policy of the state starting from the second half of the 1920s and to the end of the 1960s.Research implications. The author's term of «government housing construction» is formulated, the subjects performing the functions of developers of residential facilities on behalf of the Soviet state are identified.
