Journal History

The journal has been issued since 1978 and is the successor of the “Memoir of Moscow Region Pedagogic Institute (MOPI) named after N. K. Krupskaya”, edition where the main results of doctoral thesis were published according to the permission of the Higher Certifying Commission Presidium of the USSR and the State Publishing Committee (Goskomizdat) of the USSR.

The journal has changed its title three times during his lifetime. In 1998 the journal “Bulletin of Moscow State Regional University” started publishing. Since 2006 its title has been “Bulletin of Moscow Region State University. Series : Jurisprudence”.

Since 2007 the electronic version of the journal has been presented in the digital platforms. At present the journal has a full-text net version at www.vestnik-mgou.ruhttps://cyberleninka.ruwww.elibrary.ru.

Elena Alexandrovna Pevtsova, Dr. Sci. (Jurisprudence), professor, Honorable Worker of Science and High-tech of the Russian Federation, Honorable Worker of Higher Professional Education of the Russian Federation, Honored Worker of Moscow Region Education, has made a substantial contribution into the development of the journal. Being editor-in-chief since 2018, she is paying particular attention to the comparative analysis, so scientific articles of foreign scientists (S. Hatchinson, 2019; P.I. Monjal,2021; D. Bencrid, 2021 et al.) are published more often in the journal; besides, foreign legislation is being analyzed (L.K. Bagdanova, 2018; A.N. Siryakov, 2019; A.V. Shidlovski, 2019; V. Lezier, 2021 et al.)

The editor-in-chief is gradually but methodically changing the journal’s direction trying to save old traditions – emphasizing the importance of education, law culture and effective realization of the principles of youth policy. More interdisciplinary research is covered by the journal; the themes of publications have become wider. The authors pay substantial attention to the importance of sociality and social consolidation (S.A. Avakyan, S.N. Baburin, 2021), to exposing the limits of the rights and freedoms restriction (N.M. Kolosova, 2021), to the responsibility for future generations (I.A. Umnova-Konyukhova, 2021), to the legal conscience in the projection of the future (N.N. Popova, 2021), to the virtual law (E.A. Pevtsova, 2020), to the ethical and moral aspects in law (V.A. Zhabski, 2019, A.N. Levushky, 2018, A.G. Ananiev, 2019) and others.

In the first issue of 2020 a new rubric “Topic of the Issue” appeared in the journal, through which the editorial board and editorial council draw attention to vital problems of modernity. Series of thematic issues of the journal started from the “The Future of Law and the Law of the Future” issue. Accordingly the articles of this issue stressed upon such problems as the interpretation of virtual law, private and public law interaction as a systemic direction of development, search of effective law regulation of relations concerning spouse property, urgent questions of enhancing the efficiency of legal regulation of guardianship and patronage in relation to the under ages, development of scientific ideas about the reasons of crimes and correctional rehabilitation. Each topic of the issue is commented by the editor-in-chief.
